Mohave County Development Services, Building Division

On unincorporated land, Mohave County Development Services issues residential building permits through its online permitting portal, and its Planning & Zoning Division answers zoning and setback questions. The same department issues septic permits. Kingman, Lake Havasu City and other incorporated cities run their own building departments, so check the parcel's jurisdiction first: a Kingman mailing address does not mean the land is inside a city.

Tribal land: The Hualapai Tribe's reservation covers about one million acres along the Grand Canyon and the Colorado River, in parts of Mohave, Coconino and Yavapai counties. The tribal government has jurisdiction on its own land; county permits do not reach it.

Septic comes before plumbing
Mohave County's Residential page states that an approved septic system is required for all projects with plumbing. Development Services processes conventional and some alternative septic systems, from site investigation through construction authorization and discharge authorization, under authority the county says ADEQ has delegated to it.

Steel building plan requirements
For steel buildings, Mohave County asks for two full sets of engineered plans and calculations, one set wet-stamped, three sets inside the Strip. If the building package has no foundation plan, an engineer must design one, for a soil bearing pressure of 1,500 psf unless a soils report justifies a higher figure. Steel buildings are designed and inspected to AISC 360.

Published design values
The county's steel-building requirements list the 2018 International Building Code, a 95 mph basic wind speed (Risk Category II), exposure C and seismic category C. Ground snow load depends on elevation: zero up to 3,000 feet, 5 psf above 3,000 to 4,500 feet, and 10 psf above 4,500 to 5,400 feet.

Power and addresses on vacant land
Mohave County's building FAQ says no electric is permitted on vacant land; the first building permit applied for can provide electric to the property. The county also will not address vacant land: an address is assigned when a building permit is issued. Grading of 100 cubic yards or more needs its own permit.

Wells beside septic systems
The county's septic FAQ requires at least 100 feet between a septic system and a well, including a neighbour's system, recommends a 50-foot buffer between a well and the property line, and notes that current subdivision rules call for at least one acre. Where public water is not available, the septic system also keeps a 50-foot buffer to property lines unless neighbours record an agreement.

Cheap acreage is the draw in rural Mohave County, and it is usually raw. Before you buy, find out three things. How will the parcel get water: a private well, a shared well or hauled water? Is there room for a septic field with 100 feet to any well, yours or a neighbour's? And does the road in reach the lot, or does the last stretch cross a wash? A barndominium on bare land also waits on power, because the county ties electric service to the first building permit. Around the Hualapai Valley, the irrigation non-expansion area limits new irrigated farmland rather than a household well, but groundwater is watched closely there.
