The county's Building and Safety Department regulates development activity and land use in unincorporated La Paz County and issues building permits before construction. Applications need the parcel number, which the county assessor's public records search provides. Manufactured homes, park models, containers and RVs placed on private parcels need a placement permit first.

Tribal land: The Colorado River Indian Tribes' reservation takes in almost 300,000 acres along the Colorado River, and the tribes say Parker sits on a mix of tribal land, land leased from the tribes and privately owned land. The county's building page states that a manufactured home built before 15 June 1976 cannot be placed anywhere in La Paz County, and that every manufactured home, park model, container or RV placed on a private parcel needs a placement permit before it is placed or used.
