Inside Kingman city limits, the Building Division accepts and reviews residential permit applications and inspects the work; inspection requests must be called in before 7:00 a.m. on the day of the inspection. The city's planning jurisdiction stops at the city limits, so land in Golden Valley, Dolan Springs, Chloride, Butler or Valle Vista goes to Mohave County instead.

Adopted residential code: The City of Kingman's Code Information & Design Criteria page lists its current adopted codes as the 2018 International Residential Code and 2018 International Building Code, with the other 2018 international codes and the 2017 National Electrical Code.
Who must seal the drawings: Kingman requires drawings to be sealed by an Arizona design professional unless A.R.S. 32-144 exempts them. The exemptions the city lists include a detached single-family dwelling, and one- or two-story buildings up to 3,000 square feet with structural spans of 20 feet or less unless approved trusses or lintels carry a longer span.
Combined plan review: On 15 July 2025 Kingman's Development Services Department started a pilot that combines Site Plan review with Building Plan Check. The city says the two steps, handled separately, often took a combined 5 to 7 months, and that some projects can now be permitted in one or two review rounds.
City limits vs a Kingman ZIP code: Kingman's Planning & Zoning FAQ says a Kingman ZIP code does not necessarily mean a property is inside the city. Residents of Golden Valley, Dolan Springs, Chloride, Butler and Valle Vista live outside the city limits and are referred to Mohave County Planning and Zoning.
Zoning districts and metal structures: The city's zoning ordinance has 21 zoning districts and three overlay districts. Its FAQ warns that metal carports and sheds must still meet zoning even where a building permit is not needed, and that State Trust land near a property can be developed through State Land Department procedures.
City water and sewer: The City of Kingman says it provides water, sewer and solid waste services to customers in its service areas, with one monthly bill covering whichever of those services an account takes.

Inside the city, check the zoning district and the setbacks before you settle on a building footprint. Outside it, Mohave County sets the rules: power arrives with the first building permit, a home with plumbing needs an approved septic system, and a well has to sit at least 100 feet from any septic field. Groundwater is a live subject in the Hualapai Valley, where the county tracks the irrigation non-expansion area; that designation limits new irrigated farmland, not a household well.
