Rural zoning districts
The Glendale Planning FAQ names A-1 (Agricultural) and RR-45 (Rural Residence) as districts allowing one detached single residence dwelling per lot. It says A-1 sets no limit on the number of horses, while RR-45 and RR-90 allow one livestock animal per 5,000 sq ft of open space.

Accessory building limits
Per the same FAQ, an accessory building's gross floor area may not exceed 50% of the principal building's footprint, except in the A-1, RR-45, C-3, B-P, M-1 and M-2 districts. Accessory buildings may reach 20 ft in A-1 and 16 ft in the R1, RR and SR districts.

Glendale Water Services says the city relies on renewable river supplies delivered through the Central Arizona Project canal and a regional surface-water system, plus stored water credits earned through its recharge program, and that it can pump a limited amount of groundwater when needed.

Septic review
Maricopa County Environmental Services reviews new septic systems in two phases, a site and soils inspection and then a Notice of Intent to Discharge, and issues a Discharge Authorization once the system is approved. It notes that many building jurisdictions want that review done before they approve a building permit.
