The city requires a building permit for new construction and for additions or alterations to a main or accessory structure, and permits, inspections and permit records are handled through its CitizenServe portal. Land outside the city limits is permitted by Cochise County instead.

One department for zoning and building: The City of Sierra Vista says its Community Development Department administers the city's planning and zoning, building safety, code compliance and community development programs, including administering building and construction codes.
When a permit is required: Sierra Vista's Building Permits page says a building permit is required for new construction, and for an addition or alteration to a residential or commercial main structure or an accessory structure. Applications, inspection scheduling and permit history run through the city's CitizenServe platform, and the page notes that Cochise County CitizenServe logins do not work on the city's system.
Stormwater during construction: The City of Sierra Vista operates a municipal separate storm sewer system that carries stormwater off the roads into washes and rivers without treatment. Contractors and property owners working inside city limits must comply with Chapter 95 of the City Code and prevent illegal discharges into that system during construction.
Annexation: Sierra Vista's Community Development Department offers annexation for owners of unincorporated property who want to bring it into the city. The city's annexation page lists city police and fire services and a vote in city elections among the reasons owners choose it.
Outside the city limits: For unincorporated land around Sierra Vista, Cochise County's Building Safety Division reviews plans, issues permits and inspects residential construction.
