For land inside Marana's town limits, the Building Safety staff in the town's Development Services department answer building code and permit questions and review residential plans, working from the One-Stop Shop at the Marana Municipal Complex. Marana is a town rather than a city, and a parcel just past its boundary goes to a different review office, so the parcel's jurisdiction is the first thing we confirm.

Tribal land: Marana lies in Pima County, where the county reports that tribal nation lands, the Tohono O'odham Nation among them, make up nearly half of the land area. On those lands the tribal government has jurisdiction, and town or county permits do not apply there.

Plans already in review before that date may stay on the earlier code cycle. The town kept the 2018 International Energy Conservation Code with local amendments.

Marana Water reports that ADWR granted the town a Designation of Assured Water Supply in 2024 totalling 15,353 acre-feet a year, the volume ADWR found it could reliably provide for the next 100 years. The utility says it used about 3,700 acre-feet in 2025, and that CAP water is about 15% of the designated portfolio.
