Inside City of Maricopa limits, Building Safety administers the city's adopted building, plumbing, mechanical and electrical codes through plan review, permit issuance and inspection. Plans are checked against the building codes and the city's engineering and zoning requirements, and applications are filed digitally through the VIP Portal. The city sits in Pinal County, and parcels outside its limits are permitted by the county.

Tribal land: The Arizona Department of Health Services lists the Ak-Chin Indian Community, with a community named Maricopa, and the Gila River Indian Community among tribal communities in Pinal County. The tribal government has jurisdiction on its own land; city and county permits do not reach it.

The City of Maricopa's Building Safety page says the city has adopted the 2024 edition of the International Building Codes with an effective date of 2 February 2026, listing the 2024 International Residential Code and the 2023 National Electrical Code among them, with city amendments in City Code Chapter 15.

Pinal County's Flood Control District names Maricopa among seven county-dependent communities that rely on the county for floodplain management. In those communities a Pinal County Floodplain Use Permit is required before the city approves the development plans or permit, and it is applied for separately from the building permit.

ADWR's Fourth Management Plan for the Pinal Active Management Area lists Maricopa among the AMA's incorporated cities and describes a land subsidence feature, detected by satellite radar, lying between the City of Maricopa, the community of Stanfield and the City of Casa Grande.

First, whether the parcel is inside the city limits or in unincorporated Pinal County, because that decides the permit office. Third, how the lot gets water: the city lies in the Pinal Active Management Area, and a provider connection and a private well carry very different costs.
