The town's Development Services Department handles planning and zoning together with building services, permitting and inspections. The town was moving its internal permitting platform to a cloud system in October 2026, with short processing delays expected during the switch.

Code edition in force
A Town of Prescott Valley building-safety notice says that from 1 January 2020 the town would only accept permits designed to the 2018 codes, master and model plans included.

The 2024 codes: pending adoption
In a letter to home builders dated 10 June 2026, Prescott Valley's Senior Plans Examiner wrote that the 2024 I-Codes were planned for Town Council consideration in September, with local amendments. Builders may design to the uniform 2024 codes before adoption by signing an acknowledgement form.

Site plan and grading
The town's Residential Submittal Requirements ask for contour lines at two-foot increments for existing and proposed grade, two perpendicular cross sections, cut and fill amounts, and finished pad and floor elevations. Grading over 50 cubic yards needs a separate grading permit, and a geotechnical report is required where town policy calls for one.

Prescott Valley's Planning & Zoning page says the town adopted a new Zoning Ordinance (Town Code Chapter 13) effective 11 January 2025. The names of the zoning designations changed, but the underlying zones and their intent did not.

Most Prescott Valley lots are inside a subdivision with town water, so the questions start with the zoning and the grade rather than with a well. Check the renamed zone on the town's interactive map, and read any HOA rules before you settle on a metal exterior. Slopes are the usual cost driver: a pad that needs more than 50 cubic yards of cut and fill brings its own grading permit, and the foundation follows the soils report where one is required. On the larger parcels toward the edge of town, confirm where the town limits run, because land outside them is permitted by Yavapai County.
